Dilemmas Facing Libyan Political Agreement

There is a significant political, security, and economic challenges facing the Libyan government of national reconciliation and also the political agreement, in light of the deteriorating situation in Libya at all levels, especially with the collapse of oil prices and the stop of its export. Three main reasons can be identified for this:

First, the biggest challenge in my point of view, was the difficulty in getting the support of the majority of Libyan peoples to this agreement due to the fact that this agreement was between the winners in February 2011 without the participation of at least the moderate side of September’s group. This faction represents a significant proportion of Libyans who were active during what happened in 2011. Their numbers were doubled after the February failure in state-building as well as increasing corruption dramatically in comparison with the past and that was obviously clear from the participating ratio in the elections that took place during the previous five years. The elections of the National Conference did not exceed 60% participation of Libyans who were eligible to vote. The percentage even dropped more in the constitution Committee elections, and did not exceed 18% in the parliament elections.

Second, the fault in the case of Libya, lied in the very beginning.  During the Transitional Council, which is the highest authority that was running the country with the rebels up to the announcement day of liberation after the killing of Gaddafi late 2011, was not able to put the first building blocks of the army, police and civil state. There were apparently attempts to appease the Islamic militants who had the vision to shape the state which would not have been realized in the existence of the army and the police. Besides having a large number of militias under the command of criminal elements who had judicial rulings in criminal offenses, whose aim were to achieve financial gains. Building the state will stop these gains as well as putting them under accountability and law.

Third, the problem of the agreement is that it was signed personally by the members of both parliaments under the auspices of the United Nations, and therefore; you see some of the political parties and armed factions in Libya does not recognize the political agreement. Because primarily, it’s only expressed on those who signed it, and thus it loses the political legality, as both parliaments did not recognize it, and secondly, it came under pressure from the United Nations, while rejected from many Libyans, who did not believe in international intervention in their affairs, especially in the presence of a regional intervention from countries in the region used a political and armed movements to pursue their interests at the expense of the unity of Libya and the establishment of the state in it.

Anyways, the political work since the beginning of what happened in 2011, did not reach to the aspiration of the Libyan people. Moreover, the corruption became very chronic because it is very clear the state of unlimited deception, theft, transcendence, and violence in the country. In addition, the use of vile religion without ethics, in the February stage became clear to the majority of Libyans who are outside the political agendas. There is no doubt that the clearing operations of Libyan soil from the clutches of terrorism need support and assistance until it is eradicated completely ending all forms and colors of terrorism.  After the outbreak of violence and extremism groups which spread like wildfire destroying everything and everybody. Terrorist groups took advantage of the unstable situation, and geographic location as Libya associated with 6 direct important Arab and African countries. Also, it has the longest coastline on the Mediterranean basin, which reaches it marine panoramic view to more than 1955 km.

The unity of Libya and building a civil state will eradicate terrorism, illegal immigration, and will support peace in the Mediterranean region, and will serve the interest of all countries away from the orientations of the so-called political Islam, all of which use violence to achieve their goals.

For all that needs to see a new vision accommodate two phases of September and February inside Libya to get out of hard reality and to attain path to the future.
